Look at anime figures or 3d models and see how the hair is sculpted. It's design and an application of forms that can reasonably exist in reality. In 2D illustration you don't have to worry so much about every strand making sense but grouping them into "chunks" helps make it feel believably have volume, fall on the head and face AKA not flat.
