I think they have to by law if the post breaks US law, they are obligated to take it down and cooperate. That is not exclusive to 4chan; every website will do that. I don't think they rat you out if your post breaks some dumb EU law though like "hate speech," since that's not against US law. The report form says "breaks US law"
