heh that's a 10-year-old picture of the Walled City inside Delhi, a living monument and home & workplace to millions, constructed on a riverbank in 1648. Unfortunately, while the Emperor Shahjahan did commission the Taj Mahal, he didn't anticipate the need for high-tension electric cabling in the 21st century. As pretty much all of the area is a historical monument and the locals don't seem to want their homes and workshops razed and rezoned and since we have an actual democracy of sorts, the attitude of various State and Central governments has been to shrug their shoulders and deal with stuff that people actually want changed.
