Because you mostly get nothing from charge itself, you need skills, passives and EGOs for charge to do something, look at it this way, if you have tons of poise potency and count, even if your skills don't have any conditionals for them, you still get an extra chance for crits, meanwhile, with charge you don't get shit, you could have 100 charge potency and 1000 count and it would change exactly nothing in your gameplay unless your skills have conditionals for it, even for the IDs whose skills do have conditionals for charge, they often depend on potency for them to get somewhere, and reaching high levels of potency outside of MD is just not feasible for many IDs unless you play slow on purpose.
