"Mostly" isn't true though; it would be relegated to the garbage heap if that were the case rather than being one of the most played cards in high rank duels. Just throwing down a bunch of random summons, even weak ones, is almost never bad (the worst that can happen is it forces the opponent to burn a whole bunch of MP) especially if you drop Abigail or the Freys alongside. And if it does happen to be a bad roll, Standard Book users are almost always Dumbledore or occasionally Luna and only need to expend MP to charge their echo, so they still benefit from even a bad draw.

Meanwhile if the opponent is playing a deck which actually cares about what the specific cards being played are, they are nearly always harmed because it wastes their MP and takes away the cards they need. So a lot of the time there's a guaranteed benefit for the user and a guaranteed detriment for the opponent just by casting it.

Also Pranktastic isn't weak at all; it's awful to fight in the same way that Inflatus is. If you get hit by it when there are a bunch of summons on the field, or Abigail/Freys, or a spell like Whizbang or Obscurus, it's easily 1000-2000 damage.
