Honestly at the time I didn't think it strange for a Yonkou to just waltz into the room of authority. I thought they were just considered legitimate interlocutors for the WG.
I only realized he was a CD when Red came out. That's when I learned there were hints like his favourite food being lobster and the like (which I had completely missed) but frankly I don't remember anyone saying he was a CD when Shamrock came to meet the Gorosei. The threads were just full of people calling him a rat for supposedly snitching on Luffy. There was no discussion about it whatsoever.
