Originally, I was thinking this too, but based off the network test roster and both >>725616549 >>725616424 posts, it's seeming more likely that the final 2 pairs of "2 characters" might be just 1 character with different outfit slots like Sage- considering how the dataminer found 5 characters for Pac-Man but we know it will be 2 roster slots, while the Ghosts have 4 skin slots like Sage as well. so we might just see Surge without Kit.
