The TSOs just nullify ninjitsu. Also Bleach has been doing it first since the Hollow Spacetime Continuum stuff is from the first season which came out in the early 2000s whereas Naruto barely does it towards the end of the war arc which was the 2010s. And Hollows were complete fodder by the end of Bleach.
