That's what the theory crafters have said but I haven't looked into Orphie's kit myself because I was planning on skipping her. I might have to rethink my plans, I like the idea of a mono-fire team.

If anything, slotting in Lucia if I manage to get her until I can get Orphie on a rerun probably won't be the worst thing.
