Naga has a broader spell selection since she can utilize White, Black, Water, Wind, and Earth magic. Naga can use healing, summoning, and golemancy. She even has Flow Break, which most spellcasters can't cast and instead rely on artifacts that have a natural spell nullification effect. Naga also has the Seiruun durability that Phil and Amelia possess, and a running line of credit since her dad sends her money every couple of weeks.

Lina is a specialist (Black, Fire) while Naga is a generalist, but Naga having access to a wide variety of high-level spells shows how insanely competent she is. She has a pool and bucket capacity that slightly exceeds Lina's. The only thing keeping them on the same power scaling is that Lina knows Dragon Slave and she abso-fucking-lutely refuses to teach it to Naga. Yes, Lina eventually learns Giga Slave and Ragna Blade, but Giga Slave is bullshit that Lina won't use a second time, and Ragna Blade requires her to stay stationary in a magic circle to get enough magical power to even cast it, OR the use of the Demon's Blood Talismans which she broke at the end of Vol. 15.

I say all that to say that Naga is stronger objectively, but Lina is stronger practically because Lina understands and subverts Murphy's Punchline.
