It's not about building a sports complex. The sports complex was built in 1932. Environmentalist groups are suing to have the existing sports complex demolished as a violation of the Constitution of New York, so a "yes" vote supports grandfathering the sports complex which was built nearly a hundred years ago and codifying its status and what happens there as a matter of State law, as well as expanding the national park.

Basically, the Constitution of New York outlaws *all* buildings in national parks and outlines very scarce exceptions. However, this facility was built in accordance with looser interpretations in line with rules for National Parks operated by the US National Park Service. The amendment is to (1) normalize the status of the complex already present in the park since 1932 and (2) expand the area of the national park.
