That doesn't make sense. Less than half of the locations can be Radiant quest targets and only half of Radiant quests actually require a location to be cleared. It's not like Radiant quests change locations in any way, they are all designed to be explored naturally and there are plenty of mini-scenes, interesting places and landmarks.
