Because they're not damaging to Trump directly. But there are people on both sides of the aisle who would be implicated. So the files are being blocked for both protection and blackmail. That's why neither party wants them out. Oh, the ones that don't know about the content want it, up until they're given a peek. That's when they flip on the demand.

This is pretty much what I thought. I don't think Trump's concerned about himself in the file, but about others. It's probably twofold: those he doesn't want to damage, and then using it as leverage against opponents.
