Not really, You'll get enough characters, one more at the start isn't going to change much for how inconvenient it is. You can also try to buy an account, if there is a reputable seller.

Kinda, but the goal is to have all 5*. You'll get a free verina (standard) which is really good as a healer/support, you can get encore as a solid standard fusion dps, sanhua is a good support, danjin is a fun dps/support but won't be soloing stuff anymore, and mortefi is really good support as well. Youhu, yangyang and yuanwu can be used in very specific contexts (like wiwa buff abuse). Buling seems to be a solid healer/support better than verina in some comps.
