Oda had love powers in place since Water 7 but he set up that it can actually be used on par with CoC last arc by having Sanji tank guys Luffy and Zoro struggled with. Gaban is used to clarify that this arc when they say he fought on par with Rayleigh and Roger despite him not being a CoC user but a love user.

Coby's galaxy Impact came out not from conquest like Zoro wanting to be the strongest or Luffy wanting to be Pirate King, but Coby wanting to protect everyone he loves.

It's an important detail we missed.
