That's kinda like asking if art direction is more important than gameplay. If an actress is a charisma vacuum, either because she's not that attractive or because her presence on camera is like that of a booth girl, she won't pull her weight.
There's no reason why a project that has literally millions of dollars to pay a lead actress should have to compromise. You're telling me that there aren't thousands of women in their early 20s with acting skill AND huge tits lining up to be set for life? Not buying it.
