Fair enough, they are servicable at best. I appreciate that they have a little more going on than just being yet another Zeon or Zeon look-alike, and I really like the Zanscare MS designs, but they aren't developed enough.
In Victory's defence though, almost no Gundam show has particularly good villains. I particularly hate the Char clone archetype where they are just worthless annoying jobbers with a forced rivalry. Gundam almost never actually portrays the Char-like character as a threat, even in the original show. There's a lot of talk about how great of a pilot Char is but he consistently loses to a fourteen year old piloting a totally new robot for the first time. Chronicle is mostly inoffensive, is gone for half the plot, and has a funny death scene so he's better than some of the most irritating Char clones who stick around like a bad smell. Katejina is a kind of interesting character too.

>uso didn't drop everything to come and serve her, and even dares to DEFY her, so now he's the enemy
add on the fact she starts off the story making it clear from the very beginning that she's some manner of sociopath by saying the people of her own hometown deserved what they got, and she's perfectly understandable as a character
she's a woman obsessed with having power over others, and so her final fate of being blinded is the greatest irony, as she is now powerless and forced to rely on others
