I'll bite: The reason is because outside of TES Redguard and a bit of Daggerfall, we never really got a deep dive into redguard culture outside of lying redguard woman and curved "swords". ESO does not fucking count. . Bretons fall into a similar category as well which is why I say that TES6 needs to be in BOTH High Rock and Hammerfell.
