It isn't. The Earth's surface isn't a neat, even thing, its mass is distributed very unevenly and that has an impact on the force of gravity affecting the seas across the whole surface (as well as more localised factors like heat causing water to expand etc.)

You're treating it a priori like sea levels were already globally uniform. If you add more water into the system, it is going to increase sea levels globally, but the disparities in sea level will still be there. The levels would still vary, they'd just all be higher
