Here's how you fix it:
-Any worker that doesn't have to be on USA soil to do it
> Will remain in their nation and do remote work at their home or at a communal business location with laptops and management. 
- Pay them the going rate in their home nation, or if in USA, pay ½ if under 70k, ⅓ if over $100k, balaance in btwn that. But employer pays full usa avg rate
> The excess goes to a govt unemployment fund, to pay unemployed usa citizens of that H1B field, 50%-75% salary (or whatever the max becomes based on money flow)
- Up the $100k H1B fee to $150k per 3 years 
> Have to pay again for renewals
-Employer still pays usa payroll on the H1B, as if it was a citizen. Based on the full amount paid to worker + on the diff in wage from usa avg given to the govt fund
>This SS & Medicare & unemployment insurance will go into repleniahing SS & MCR that was looted by paying illegals/immigrants. The unemployment ins fee will go to the state and will boost the unemployment payouts of unemployed ppl in fields that H1B take their jobs
Essentially make it cost employers full price
> No savings to employer, H1B makea MUCH less)
+ $50k/yr
> $150k/3yr: Nothing refunded if leaves early or fired)
If they truly cant find wmployeea and are desperate. Then they shouldn't be upset about having to pay a premium when desperate
> If it was b/c they were cheaper, then H1B will plummet to below 2005 levels
