I think what happened is that a lot of these people had their driver's education in the 1970s when cell phones didn't even exist so as phones became a part of everyone's life, they just naturally started using them while driving.
I'd like to say that us younger Generations are better, but I'm starting to feel like I'm the only gen Z who doesn't sit staring at my phone at every stoplight.
