You underestimate by a huge degree the amount of DLC it can run with. And overestimate what we'll get on the release. Look back at total wars and without fail the playable factions/lord count is around 8-10. It was 8 in WH3 minus Boris (4 demons + 2 cathay + 2 kislev), it was 8 in WH2, it was 8 in WH1 (minus WoC), I believe it was 10 in R2 and 3K. So look at a map of Medieval Europe circa 1060-1099 and think of 8, maybe 10, factions. Everything past that is DLC, and remember that this is a much less homogenized Europe too: It's not "France" but rather ile-de-France. I am skeptical we'd have it completely divided up, but at a minimum I'd see Flanders, Burgundy, Aquitaine, Toulouse, maybe Brittany.
