Lenna doesn't do anything with Charge on her own, but when she uses her ult she grants +20% Electric dmg and doubles the damage of NCharge (deals fixed dmg equal to 30% of Electric dmg taken). Jiangyu applies PCharge (which increases dmg dealt to enemies with NCharge by 35%) while amping Electric dmg taken by 18% and destroying Stability. Leva applies NCharge and is the primary damage dealer, specializing in obliterating broken enemies.
Between them you effectively triple all Electric dmg against enemies with NCharge. It's a pretty solid framework.
