Whether you can host or not is entirely out of your control.
I like playing with people but most people are retarded, thus most hosts are retarded. If I had a "Public & as host only" option in the matchmaking I'd just pick that every time.
In fact, being able to set matchaking options to "Public but only as the host" and "Public but only join" would unironically fix a lot of issues in this game but sadly we don't live in a timeline where DE dares to add useful features to old systems.
