Most story quests were about NPC_villain_153 and only tangentially related to the actual character, we only remember the few good story quests.
Hangouts were cumbersome, required manual activation, mandatory backtracking in the timeline, and the branching outcomes made it difficult to implement their results into the main story.
The new character anecdote system solves both issues. You can have characters with schedules existing in the overworld, you don't have to manually activate a hangout to run into them, they can interact with other characters more naturally in areas where it makes sense for them to be around in their daily life, and you can have progress that isn't hindered by branching routes.
