Polls don't really matter. They're worded in a rather biased manner, but the fact is that nobody seriously wants Crimea. I doubt anyone wants any of the other concessions Pence wants either.

No, lying to the American people blatantly and cancelling peace in favor of sanctions is a terrible idea. It might also cause legal issues if it's publicly admitted to be an abuse of an intelligible test, which might lead to international embarrassment if the sanctions just get paused and unpaused by courts repeatedly as a result of the use of sanctions under a false pretext.

The only peace terms that change if the fighting continues is that maybe the Ukraine loses more territory. There is absolutely no reason to believe Russia is running low on manpower to continue the conflict.
