Depends on what you're measuring the discount to. To Brent it's been $10-15 for most of the year. To Urals spot price it's $1-3.
Barely any of their crude shipments are sold in dollars anyway. It's mostly settled in either Chinese yuan or Emirati dirhams.

The better number to look for is estimates of rubles earnt per barrel sold.
In July they earnt 4.7k rubles per barrel of crude sold. It's fluctuated between 4-5k per barrel over the year since March.

The even better number to look for is just oil/gas revenue in the budget. This is just tax revenue after all the adjustments for discounts, shipping costs, insurance, refining, and so on and so forth.
