Can't speak for them, all I can induce is that they can't handle Imu being THAT much stronger than Rocks. If thus far they placed Rocks in the highest tier, they now have to add at least two more tiers above Rocks to have a place for Imu.

It also makes perfect character and narrative sense that Rocks was a good-ish guy from start to finish who got fucked over and lied about by Imu, using two likewise-good-ish legends to do the dirty work for him, both of which would be too ashamed to tell anyone that they were basically raped by a demon that nobody can prove exists.
