it's more a question of time rather than materiel. you need engineering to clear a path through dragon's teeth, ditch, and minefield and lastly to pontoon across the rivers.
the defender aims to suppress any attempted breakthrough long enough so that reinforcements can shut it down, while the attacker attempts to maneuver so that a breakthrough is possible.
of course a defensive line is always going to be less manned than the breakthrough force it encounters; though with the transparent battlefield brought about by cheap drones that changes the equation quite a bit.
