Eventually you run out of stuff to reappropriate from the masses to the oligarchy, and they begin to irritate which causes the oligarchy to escalate tensions. The people eventually begin to take up arms and form testudo against the government, and then the government uses their brainwashing power to cause half of your population to redirect their attacks to the other half of the population, making you forget who is causing all the problems. After half the people die, the oligarchs can re-approprate stuff from the dead people to the half that remain alive, and giving themselves a generous helping for the trouble.
This entire sequence happens every 150 years plus or minus 100 years, since Egypt, and the USA is due for this to happen.
