She doesn't have the Gerudo eyes. Gerudo eyes are all yellow in the pre-BotW lore. Her eyes are green. Plus, there's the issue of all Gerudo being condemned, and fleeing. And then returning only to get executed. For a Gerudo to be living openly in Hryule's Castle town, would be a massive upset. It doesn't make sense. Telma being a Gerudo is nothing but fan theory.
