I want to make a map using the 1991 Croatian census to get a better idea of how much of western Slavonia was majority Serb before the war began.
However, Google Maps is the only one I've found that shows town/village borders, and only when selecting one village/town at a time. Cropping it together is a lot of work and looks like garbage.

Is there another map showing town/villages borders in the Okučani, Dragalić, Gornji Bogićevci and Stara Gradiška municipalities? Or is there a way to get Google Maps to show all town/villages borders at once?

Does anyone know a better way to make a map of Croatian towns and villages in Western Slavonia showing the ethnic Serbian percentage from the 1991 census?
I did pic related by cropping Google Maps screenshots but it's a lot of work and looks like shit.
