Because I personally find post-Setsuna Fresh less interesting overall than the entirety of the show leading up to her, and because Setsuna suddenly decides to take interest in the villains' basement piss jug after a whole bunch of nothing happens, those episodes are filler.
Yes, "character development" happens during this time, but only if your name is Love or Setsuna, and the rest of the cast gets devalued by the absolutely retarded ways they try to """"develop"""" them around this time period.
So yes, I would say you can unironically skip a lot of episodes and miss absolutely nothing substantial in Fresh Pretty Cure. It's a shame, because the first half of the show, had they maintained its momentum, would have easily situated it in the A-Tier of Pretty Cure, up there with Go Princess and Splash Star.
