Qiyana is banned or taken a lot in the elo he plays at. Especially the closer to master he gets the more that would be an issue.
Metafags are currently pumping his favourite champ (and they'll dump her right after the moment she gets meaningful nerfs). If he were to play now he'd have to watch them do it and pray he gets to have a round.

Nuking botted smurf accounts doesn't reduce the number of actual players trying to play. They'll simply log the accounts that didn't get banned.

I doubt riot will be as strict as they said about banning mains for owning botted smurfs. Probably the only way peoples' mains will be banned alongside the smurfs is if they anger pic related on twitter like pentaless did, they own so many botted accounts they need to keep them in a fucking spreadsheet or they were actively boosting.
If riot were to really enforce what they said they'll do they'd end up shooting themselves in the legs because essentially none of the major content creators are free of the "sin" of using botted freshies. It would make league drop off from twitch toplist like a fucking rock AND all of these content creators would have to go stream SOMETHING to get by in the meantime.
Dota2 is the logical next choice if you're ID banned from league. Do you think riot wants to funnel league content creators towards playing its literal direct competitor? That would've been a retarded move - then again it's common for riot to make retarded moves so we'll see.

There are people out there who simply don't have a main anymore so the botted account ban nukes all their accounts. This type of player is too addicted to quit just over that. They'll handlevel new accounts and be back in action within a week. It'll probably even make riot some extra money through the boosts and skins bought again.
