Her 3rd ascension is obviously part of the plot; otherwise why is her profile so incomplete and her bond 5 line locked? Not to mention details that show that she is an "evolution" of U-Olga like her light horn. I think she's just Olga+U-Olga materializing Olga's ideal Olga, like in Moonlight/Lostroom.
