I know some people assume she's the one who hates Chloe. But she wrote for Chloe in Before the Storm and speaks somewhat fondly of the character in interviews.

In her interviews happening around TC time, she said its important to her that future games have more trans-rep, etc. I think that's the disconnect. She assumed that if she were able to fight for the inclusion of a character like Gwen that the fans would forgive the exclusion of Chloe. But that assumption didn't come true.
