"Fighting" as a small group of maybe a dozen guys or less is only slightly less meaningless than "fighting" as a lone wolf. The main hurdle is awareness. Any/all violence is mostly meaningless until a proper frame of ideology is built around it, that contextualizes violence as righteous; and in modernity there's a sincere question as to whether violence is even that useful. Politicians are more scared of people getting together to talk about things without them present than they are of anything else, which is why we're all getting herded onto the internet post-haste. Discussions using your voice in physical proximity are much harder to monitor.
