She's not part of the Sea unit plan. The Sea unit plan was A-Chan's master plan all along. She would leave Hololive and form a Sea unit the year after with Chloe being the first choice. Then they managed to convince Gura and Shion to join hence why they all debuted as sea creatures. Aqua wasn't part of the plan originally, but now she seems to be onboard. Fauna and Ame did not want to be part of it so they just on the side. Mooms was also approached and probably agreed to join as a sea creature once she finished her irl school stuff. So she'll re-debut shortly.
