For the same reason they obeyed CBD in the 70s. CBF had the backing of the federal government and every single shithole state. The first three decades of Brazilian football were just Rio-SP envy materialised in poorly organised competitions created to pander to the rest of the states. That's even what the 1987 controversy is all about: the big clubs organised the tournament independently with previously agreed upon rules, then CBF created its own rule change without having any real authority over the competition and Sport fans still support the decision because it benefits them. São Paulo clubs tried boycotting the Brasileirão (in more than one occasion iirc) but it doesn't matter when the government and states with semi-amateur football back the confederation.
