Immortal Thor is "powered up" but the entire book isn't him suddenly getting magic super ultra ETERNAL THOR bullshit, it's iterative on how Norse Gods got cool shit by going on adventures, stealing weird items, and producing inventive solutions to problems by having Thor deal with that in Marvel cosmology and getting his hands on equipment that makes him do the things he already does more easily with little to no arbitrary power-ups because Thor's strength is already established, you just need to point it in a direction.
