The figure with a thousand arms and eleven heads is something unique to the iconography of Avalokitasvara (観世音) or Avalokitesvara (観自在), the Bodhisattva of compassion, but the two are often closely associated and so it's understandable if they could have been confused by a western outsider at an earlier point
