Shen: Just looking for a good fight, not even sure if he's still on board with the whole splitting his personas between Ohma and Ryuki desu
Tiger Niko: has nothing else to do, so he's there
Luohan: kill Shen
Gilbert: just milling around

Great cast of villains Sandrock, you can really feel the ambition in them.
