That's not a problem exclusive to elves, D&D-settings and the alikes have a multitude of various stupid subraces. But people only like to bitch about the elf subraces.
What's true is that you often get your high, wood, dark elves, while the same setting or game may only have one dwarf type or at best good dwarves and evil dwarves.
But these three elf-subraces are distinct and offer very different themes and potential for characters/factions, whereas dwarves are constrained a lot harder into their niche and very unflexible.
