I didn't actually mean the country Cyprus, just the the island. Turkey has clearly been given a free hand to do whatever it wants. It has de facto control over parts of Syria and Iraq. They help their Azeri brothers who are similarly privileged due to being the only route from Central Asia to Europe. Similarly I suspect Turkey will de facto be able to exploit all oil and gas fields around the entirety of Cyprus. People will bitch and complain, but ultimately Germany needs the energy.
