that is the weird thing you see. You can spam and the owners purposefully allow it and control the amount sometimes while at the same time having actually solid defenses against very rulebreaking/forbidden stuff. Its this sort of manufactured safe edgy wild west. In some cases the owner even encouraged spam against some boards. They can't spam other sites as easily now (since the are all fucking gone or have actual defense) but the insane userbase still needs yo be satisfied.
Its not too dissimilar to how /bant/ and /trash/ are treated. They are practically self-containing now.
