RH was just lucky to be given a super advanced body but she never accomplished anything important or was special in combat or anything. Rapi on the other hand was ridiculously good at everything even as a mass produced nikke, she was learning from RH and doing the same things RH could do, even Rapunzel mentions that her fight style is just like RH's. If Rapi was lucky to get a grimm model body too, she would literally be unstoppable.
