Here's the BUSTY Act so far:
1. Tax on reductions
2. Tax deductions for treatment of micromastia & micropygia
3. Fitness incentives and BFP/BMI-based insurance premiums
4. Expansion of rural health programs to include rural plastic surgeons
5. Research program for NIH to develop bigger, better, and safer fake boobs and butts
6. Making macromastia and steatopygia protected under the Civil Rights Act and ADA -- no firing curvaceous or well-endowed people. This also means men with macropenises and large genitals will be protected by law.
7. Insurance coverage for micromastia and micropygia treatment and support for pregnant women and mothers
8. Deregulation of BBLs and boobjobs
9. Liposculpture (BBLs) will be a treatment for obesity.
10. Free implants & BBLs for female veterans and soldiers, with various programs providing implants and BBLs at low costs (or for free) as treatments for various conditions including micromastia (small boobs) and micropygia (small butt)
11. Indian plastic surgery via IHS and IHS coverage of micromastia and micropygia treatment for Indian tribal members (with tribes deciding how much treatment to do) -- I'm not really sure what to do here desu, I feel like I might end up rewriting much off IHS legislation, or I might end up just making this a basic thing where Indians can open some clinics on reservations with little to no IHS involvement, not sure.
12. Many medical conditions previously resolved by breast reduction will now be resolved via implants.
13. Large increase in medical residencies, restriction of residencies for foreigners, and mandate that all facilities receiving Medicare funding must have at least one medical resident by 2028
