Class restrictions aren't really much of a problem because unless they simply stop making a certain class, that character would stop having new potential teammates. Like, they're also going to have new Stun characters to pair with Hugo if you want.
Faction requirements are a bit different because I'm of two minds. Yes, they're restrictive unless they add new members to the faction every so often. But also I think it's rather kino for the factions to have unique kit interactions when used together, it is a core aspect of the game's worldbuilding.
