Anon, it's been a thing and an issue as recently as 2013, at least for what western games are concerned.
Japs have been using that shit for a longer, far more consistently as well.
Can't really blame them either, not when their games tend to be made for a very specific platform which isn't meant to run it at anything but it's native fixed frame rate.
Hell, the just released MGS Delta has minor oddball problems KINDA related to this as well, but that's also a UE5 game running on top of the HD ports (I theorize).
