that depends entirely on who the character is supposed to be since they sometimes are explicitly white, and elves in particular are a European mythology wearing European clothes so they usually are treated as gaijin, and they draw whites and asians the same most of the time anyway but the point is they have the same face regardless of skin color so its not comparable to irl human races
